Founded in 2006, the VIGILINT organization of physicians and professionals have leadership experience in emergency medicine, telemedicine, medical staffing, project management, equipment provision and remote medical and operational support.
Dr. Siler joined the VIGILINT team in 2015 and was appointed Chief Executive Officer in 2017. His diverse background includes executive roles in military, government, startup and mature commercial companies, and corporate medical consulting. He built and currently leads our team providing customized global support to travelers across a spectrum from Fortune 100 C-suites and executive protection teams to special operations/IC personnel, delivering commercial and classified telemedicine, logistics, and deployed medical support for U.S. DoD special operations units and other government agencies.
Dr. Siler enlisted the U.S. Army in 1992 and still serves after 33 years. His active duty and Army Reserve service includes 13 years in Special Operations and Airborne units, with 6 years at the Joint Medical Unit, Joint Special Operations Command. He continues to serve in the Army Reserve, where he has commanded every level of medical unit, from Company to Brigade level. He is currently in his fifth command, as Battalion Commander for the 7458th MORU, U.S. Army Reserve. His combat deployment experience to Europe, Iraq, Afghanistan, Syria, and other global locations inform his perspective on executing austere mission critical medical support.
Dr. Siler has practiced Emergency Medicine in clinical, academic and leadership roles, across the spectrum from small community hospitals to large academic medical centers. His government service includes managing crucial elements of the Federal response during numerous natural disasters and National Special Security Events (NSSE) as Deputy Chief Medical Officer of the National Disaster Medical System.
Beyond military and government service, Dr. Siler served with distinction teaching in academic programs at University of North Carolina (UNC), Chapel Hill and Uniformed Services University; was Medical Director for the North Carolina State Highway Patrol for 3 years; and faculty training inter-agency officers within the Counter Narcotics and Terrorism Operational Medical Support program. He co-founded a successful Air Ambulance Company in the U.S. Virgin Islands and serves as an executive coach in the Kenan-Flagler Business School, UNC Chapel Hill.
Dr. Siler completed his Rotating Internship and Emergency Medicine Residency at San Antonio Uniformed Services Health Education Consortium, San Antonio, TX and is currently Board Certified by the American Board of Emergency Medicine. He completed Medical School at Western University of Health Sciences, Pomona, CA. Dr. Siler is a U.S. Army War College graduate where he earned a Master of Strategic Studies (MSS). He earned his Master of Business Administration (MBA) from the Kenan-Flagler Business School at University of North Carolina, Chapel Hill. Dr. Siler also holds a Bachelor of Arts (BA) in Political Science from California State Polytechnic University, Pomona.
Dr. Eric Ossmann is the founder and Chief Medical Officer for VIGILINT. He works with a wide range of corporate and family office clients, providing medical advisory services in addition to medical event and contingency planning. His primary goal since the founding of VIGILINT has been to connect companies and individuals with sophisticated medical resources in the time frame and location required.
He is currently the Chief of Preparedness and Mobile Integrated Healthcare at Prisma Health. Previously, he served as the Director of Prehospital and Disaster Medicine, Vice-Chief of the Division of Emergency Medicine, and the Associate Chief Medical Officer for Preparedness and Response at Duke University Health System. He served as the Medical Director for Durham County Emergency Medical Services, providing medical oversight for all aspects of the prehospital medical care system. Additionally, He was the institutional project leader for a multidisciplinary team developing strategic and operational plans to manage a patient surge in the setting of mass casualty events.
Before his role at Duke University Health System, he was an Associate Professor of Emergency Medicine at the Emory University School of Medicine, the Co-Director of the Division of Prehospital and Disaster Medicine, and the EMS Medical Director of Grady Health System in Atlanta. He served as the on-scene medical incident commander for multiple mass-casualty and hazardous material events in this role. Additional responsibilities included development, training, and oversight of the Grady Emergency Medical Services Special Operations and Bio-Safety transport team, under contract with the CDC to transport and manage contagious patients under high-level (BSL-4) bio-containment conditions.
Prior governmental experience includes a visiting scientist appointment within the Division of Injury Response at the CDC, focusing on the medical management of bomb and blast injuries, medical surge, pandemic planning, and trauma system development. Work at the Division of Injury Response included technical assessments, strategic and operational planning, and curricula and educational material development. He was appointed as a Senior Medical Advisor to the Office of Counterterrorism and Security Preparedness, Department of Homeland Security. He worked with multiple state and municipal organizations to assess and improve medical preparedness for patient surge during mass-casualty events.
He is a graduate of the Southern Illinois University School of Medicine with Institutional Honors, elected to the Alpha Omega Alpha Honor Medical Society in his senior year. He achieved Board Certification in Emergency Medicine following completion of the emergency medicine training program at Methodist Hospital / Indiana University, elected Chief Resident in his final year. Subsequently, Dr. Ossmann completed a fellowship in emergency medical services at the Carolinas Medical Center in Charlotte, North Carolina.
As President & COO of VIGILINT, Julie Siler works closely with the CEO and leadership team to drive the company’s mission of providing intelligence-driven global health protection. Since 2020, she has led strategic initiatives that have expanded VIGILINT’s global reach, strengthened its service offerings, and advanced its role as a trusted partner for corporations, government agencies, and international travelers.
Julie brings both clinical expertise and business acumen to her leadership. She holds an MBA from UNC Kenan-Flagler Business School with a concentration in Strategy and Entrepreneurship, and her background as a healthcare provider and entrepreneur informs her operational approach.
In her role, Julie ensures that VIGILINT continues to deliver rapid, reliable, and world-class medical solutions—from telemedicine and advisory services to crisis management and expeditionary support—anywhere in the world.
Erin Brady brings more than two decades of experience in the defense industry, specializing in human resources, talent acquisition, organizational strategy, compliance, and government contracting. Since beginning her career in 2002, Erin has built and scaled people operations that support both rapid growth and complex regulatory requirements across multi-state and international environments.
At VIGILINT, she leads human resources initiatives with a focus on employee experience, workforce planning, and compliance infrastructure for a global team. Her expertise spans HR strategy, talent development, benefits design, and aligning people programs with business objectives in highly regulated industries. Erin holds a B.S. in Business Administration from the University of North Carolina at Pembroke and an Executive MBA from the University of North Carolina at Chapel Hill’s Kenan-Flagler Business School.
Dr. Matt Bitner is a Senior Physician and Founder at VIGILINT. He has a background in clinical operations, quality, instructional systems design, adult learning strategies, prehospital system design, and disaster planning/response. Dr. Bitner has served in multiple operational roles, including service line direction and departmental chairman in academic and community medical centers, as well as providing medical oversight for fire-based EMS services, private EMS services, police-based EMS services, police departments, as well as a multi-jurisdictional 911-communication center.
Dr. Bitner is currently the Chair of the Department of Emergency Medicine at Prisma Health and holds appointments at both the University of South Carolina School of Medicine Greenville and the Clemson University School of Health Research. Dr. Bitner has been involved in emergency medicine, serving on and/or chairing committees at the local, state, and national level throughout his career. He has served on the Board of Directors for Georgia, North Carolina, and South Carolina Colleges of Emergency Physicians. He has chaired educational programs and committees for their annual meetings.
He has designed comprehensive pre-hospital programs for victims of sudden cardiac arrest in several metropolitan areas and developed and designed Tactical Emergency Medical Services (TEMS) Programs for multi-jurisdictional Special Weapons and Tactics (SWAT) Teams. He has directed undergraduate, graduate, and postgraduate medical education programs in pre-hospital and disaster medicine. His strategic planning and operations portfolio also includes providing medical oversight for professional world-class cycling events, internationally recognized marathons, and national special security events.
He has served on peer-review panels for Annals of Emergency Medicine, Public Health, the American Journal of Emergency Medicine, Journal of Operations Management, and has lectured nationally and internationally on Emergency Medicine topics at sites including Columbia, Republic of Georgia, Mozambique; and Rwanda.
Dr. Bitner graduated Phi Beta Kappa, Summa Cum Laude from Hampden-Sydney College. He graduated Alpha Omega Alpha from the University of Miami School Of Medicine. He received his residency training in Emergency Medicine at Emory University, where he served as Chief Resident. Following residency, he was awarded the SAEM/Medtronic-Physio-Control EMS Research Fellowship, which he completed with the Section of Prehospital and Disaster Medicine at Emory University. He went on to complete his Masters of Medical Education at a joint program between Cincinnati Children’s Hospital and the University of Cincinnati’s College of Education.
